Cardiff University hosts the Wales Governance Centre, directed by Professor Richard Wyn Jones, which provides the most authoritative academic analysis of Welsh governance, elections, and public finance. The university's School of Law and Politics has produced much of the foundational scholarship on Welsh devolution.

Cardiff University functions as the intellectual engine of Welsh devolution, providing the data, analysis, and academic frameworks that inform constitutional debates across the political spectrum. The Wales Governance Centre's research on Wales' fiscal deficit, electoral behaviour, and constitutional options has been cited by every major party and by the Independent Commission on the Constitutional Future of Wales. Professor Laura McAllister, closely associated with the university, co-chaired the Constitutional Commission, while the Centre hosts the Welsh Election Study (co-led with Swansea) that provides definitive analysis of each Senedd election. Beyond the Governance Centre, Cardiff's School of Journalism, Media and Culture trains many of the journalists who cover Welsh politics, while its Law School has contributed to the development of Welsh legal scholarship. The university's alignment of its research strategy with Welsh Government priorities — including through Welsh-medium provision and engagement with devolved policy areas — makes it an institutional stakeholder in devolution's success. Critics from the anti-devolution right sometimes characterise this as evidence of an academic-institutional complex that is structurally biased toward devolution, but the university maintains that it simply studies the governance structures that exist.
