Net Zero Industry Wales (NZIW)

Wales' industrial transition — from fossil fuels and heavy industry to renewable energy and green manufacturing — is one of the most significant economic challenges facing the devolved government. NZIW was established to coordinate this transition, working across the public and private sectors.

NZIW's existence reinforces the Senedd's role in industrial strategy by demonstrating that Wales is actively planning and managing its economic transition through devolved institutions. The body's work connects directly to the Crown Estate devolution debate: much of Wales' net zero potential (particularly floating offshore wind in the Celtic Sea, estimated at 24GW capacity) depends on assets controlled by the UK-wide Crown Estate rather than the Welsh Government. NZIW's industrial strategy work makes the practical case that devolved governance is not just about democratic principle but about economic delivery: a Welsh Government with more control over energy assets, industrial investment, and skills policy can coordinate the net zero transition more effectively than a distant Westminster administration. The organisation's Welsh Government backing gives it institutional weight while its focus on private sector engagement ensures its analysis is grounded in commercial reality.
